About the Presenters




David R Leng, CPCU, CIC, CWBA, CWCA, CRM

David R. Leng is an Instructor for the Institute of WorkComp Professionals and has presented over 50 workshops throughout the USA and even internationally. He is the author of the International Best Sellers- The Laws of Insurance Attraction, Insured to Fail, and Turning Premiums Into Profits, as well as one of the top-selling workers’ compensation books for employers, Stop Being Frustrated & Overcharged (Year After Year By Your Workers’ Compensation Program). David was awarded the Advisor of the Year for 2008 by the Institute of WorkComp Professionals, and was requested to join the Institute of WorkComp Professionals faculty in 2012. He is also a contributing Fellow at the Workers Compensation Institute.  

David is a frequent speaker for the Wood Products Manufacturers Association, Hardwood Manufacturers Association, Westmoreland HR Association, the National Workers’ Compensation Symposium, PA Society of Public Accountants, as well as other organizations, including our own Manufacturers & Business Association.

David is also the Chief Risk Officer and a Managing Partner of the Duncan Financial Group where he oversees not only the challenges and issues facing Duncan, but also the Risk Management Division of Duncan that excels at helping their clients achieve better outcomes.


Michael Lukart, CSP, CWCA

Michael Lukart is President and Founder of East Coast Risk Management, LLC. Mike oversees the strategic direction of the North Huntingdon based $7 million dollar consulting firm. With approximately 60 employees, East Coast Risk Management is an industry leader in the risk management consulting field, providing proactive and innovative solutions to its approximately 400 clients across 20 states.

Mike has more than 30 years experience in the safety/risk management arena with organizations ranging from small/medium firms to large, complex multinational corporations.

Prior to founding East Coast Risk Management in 2000, Michael held the position of Director, Safety, Health and Environmental Management for a large multinational corporation where he oversaw a staff of professionals responsible for more than 35 facilities in eight countries. He was directly responsible for the safety, health and workers’ compensation programs as well as all environmental and safety compliance efforts. He also oversaw the environmental due diligence efforts of the corporation during more than twelve manufacturing facility acquisitions and divestitures as well as corporate mergers.

Michael received his BS degree in Industrial Safety Sciences from Indiana University of PA and is actively involved in a number of professional societies and business groups. He holds the Certified Safety Professional (CSP) and Certified Workers Compensation Advisor (CWCA) designations. Michael resides in Greensburg, PA with his wife and their two children.
